Unit D – Special Account – Economic Affairs

  1. It manages the Special Account of the Ministry of Education and Religious Affairs established under Paragraph 1 of Article 50 of Law 2413/1996, in accordance with the provisions of Joint Ministerial Decision 680/22−8−1996 (Government Gazette 826/1996), as it is still in effect.
  2. It monitors logistics, determines the economic results and drafts the logistical and financial data lists for Actions/Projects, as provided by law.
  3. It participates in the planning of Actions/Projects implemented by the Service, monitors the cash flows in the accounts of Actions/Projects of the Service – except for those implemented under the programme of Technical Assistance – and it briefs the corresponding Units on implementation of Actions/Projects.
  4. It monitors the legality of payment orders for expenditures and the accompanying receipt documentation for Actions/Projects, in accord with the existing legal framework.
  5. It issues payment orders based on the amount ordered by B Units, and it pays the beneficiary the final payment sum, in accord with existing law and regulation, such as insurance, tax codes, etc.
  6. It registers in the Γ category accounting books the total number of receipts in accord with existing tax law, and it updates each Action/Project with the related expenditures.
  7. It maintains an archive of all expenditures and related payments so that they may be reviewed by all auditing organs.
  8. It ensures the timely payment of withheld taxes to the competent tax authorities.
  9. It cooperates with the competent Units to draft Statements/Reports of Actions’ Completion, providing the requisite financial data.
  10. It transfers the necessary economic data to the competent Units in order to fill in the Monthly Bulletins Stating Expenditures of Sub-projects, Bulletins Monitoring the progress of Actions/sub-projects, and payment orders.
  11. It participates in drafting guides for the implementation of the natural object and for the management of the financial object of implemented Actions/Projects, as regards the economic object.
  12. It clears the payment orders of expenditures financially and pays the corresponding amount for works being carried out by other services of the Education Ministry which are funded by the Public Investment Programme, National Funds and EU funding.
